Reginald Swiney Ten Point Plan

Adjoining Property Owners Assistances (Neighbor to Neighbor Development Agreement ) DOB Building Code Update Residential Property Owner Assistants Unit. Harmony and Neighbor Support Funding Block Associations
New York City Housing NYCHA :
No More Privatization of Public Housing. We must complete all maintenance repair work. We Demand It! We will get it done or we will do it ourselves. Lead paint, leaks, damaged ceilings, walls, and unsanitary conditions like garbage in front of buildings are a cause of rat infestation that must not be tolerated! Tenants have the right to live in a clean and safe environment... For years families have lived in apartments with lead paint, toxic materials creating an unsafe environment for children. Tenants should have the right to own their apartments
Reginald Swiney was born and raised in NYCHA, Cary Garden Coney Island and yes he also experience people urinating in elevators and staircases. These behaviors affect the quality of life and will not be tolerated. New camera systems will be installed especially in senior citizen housing in an effort to identify violators and increase security. NYCHA residents have a fighter on their side Reginald Swiney.
Quality of Life starts at 5:30 am -11:30 pm. We Must and Will Do Better.
We will Focus on Families, Seniors, retirees, veterans, youth, and young adults: No more loitering on private residential property in front of our local businesses. We must minimize all forms of harassment, and end food insecurity and other quality-of-life issues that make our neighborhood unsafe. My constituents should not wake up and start their day walking on filthy dirty streets while on their way to work or taking their children or grandchildren to school. For decades residents have dealt with these conditions and now it’s time for the community to feel a sense of pride in Bedford Stuyvesant and Crown Height. Our district should be safeguarded. I believe what is good for Park Slope and Manhattan is good for the 36th district. We need to push the envelope for our fair share.
Sanitation Clean Street Safe Streets:
Residents have had it with the increase in the rodent population, animal waste, illegal dumping, and more. We see the trash but who is placing it there? My plan is simple if we all pull together as a community. I can eradicate the rat population by 25%. Changing our community’s behavior with smart new solutions. Businesses must have trash pickup agreements. Businesses that use oil to cook will be educated about ways to recycle it as an option to protect the environment. There are oil-recycling companies that will pick up used cooking oil.
Economic Development: I HIRE FROM DISTRICT 36TH WHY NOT YOU?
The 36th District's wealth has been stolen. Our workforce has been shut out of opportunities and economically decimated. Our community residents watch construction projects rise before their eyes with government tax breaks. Our qualified unemployed community residents are not to apply for these job opportunities and possible apprenticeships. This is unacceptable and unethical and violates Minority Women’s Business Enterprise policies and practices. No more fighting for city, state, and federal contracts. You have an advocate, who has prepared a “White Paper” which contains data and facts related to construction opportunities and was distributed to your legislators that shape new rules and regulations to ensure access to equal opportunities. My experience, background, and understanding of this industry and labor force give us a clear and informed path forward in obtaining these jobs!
Education:
My Plan is Not to Reinvent the Wheel but to Oil the Bearings. We're going to create a community playbook that will leverage our professional retirees who offer their years of educational knowledge and strategies toward success. These professionals will offer students after-school tutoring and mentoring services which they need and deserve. Our public school classroom spaces are for the children in our district. Making schools accountable starts with educating and supporting parents in advocacy and active involvement in our PTA which will result in a change to how funds are allocated thus taking the pressure off families and single mothers. As a parent of a 5th grader, I find myself struggling to understand DOE policies and grading system, their website, and who to contact.
At an early age, children benefit from knowing their history. Teaching sex education at the elementary grade level should and must be a parent’s decision. Let’s begin to educate children in developing racial tolerance. Expose our children to coding and financial literacy leading 4th and 5th graders to an understanding of the fundamentals of owning a small business. PTA metric grants on all levels for parents and family members participating to better our school district. Behavior counseling starts in 2nd grade. This approach will help young children find creative ways to solve problems and understand that some behaviors can be countered. We need to instill dignity in our children. “Safe Passage” provides children protection to and from school which is a safe place. Providing healthy and safe environments in and around schools where no type of smoking will be acceptable or tolerated. All illegal behavior detrimental to our children in and around our schools and playgrounds will be addressed and referred to authorities.
Heath Care and Mental Illness:
We need to Build New Medical Institutions to address the desperate need to take the mentally ill and violent homeless off the streets and into a controlled safe and caring environment. I personally have firsthand knowledge of this situation having to deal with a family member suffering from mental illness.
A capital construction project to build a new preventive care facility will not only serve the public, lower crime, and make the streets safer. This will provide jobs and career opportunities within the district. Increased attention and easily accessible resources and services for family caregivers. I know firsthand that family caregivers need assistance. Family members who care for loved ones suffering from mental illness need both medical and financial assistance. This is a crisis that continues to spiral out of control.
Our streets and transportation systems are full of human beings that have developed mental illnesses that have not been addressed by professionals, making them dangerous to themselves and others, sometimes resulting in death. I will not turn a blind eye like so many have before me. The time has come to address this growing crisis. Trying to maintain a daily routine monitoring a loved one is stressful and places an unhealthy burden on family members who work and perform other daily activities. We must support caregivers of individuals who take daily medication for mental illnesses
Creating a community walk-in crisis center and having outreach workers go out in the community if someone is off their medication, in crisis or missing is a needed service. Implementing training programs for family members that are often the first responders in a crisis and offering the larger community this training will assist them in recognizing signs of someone in crisis. This is necessary for the personal safety of all involved and to end the cycle of unfortunate tragedies
Seniors Elders Mobile Technology Portal:
Technology and the drastic changes in how we communicate with one another can be difficult for our older population. I have seen this first hand and it is the reason why my offices will have a physical and mobile outreach assistance program. A laptop way is one of my initiative to reach more seniors, veterans and disabled residents in or community.
We will offer a variety of outreach support services with assistance from community partners and non-for profits. It will include wellness check and food delivery elder protection .
Transit Travel and Pedestrian Safety.
How does one cross a six-lane avenue like Atlantic Avenue in Brooklyn with a baby stroller? This is just about impossible. I have firsthand experience as I attempted to cross with a father and his baby in a stroller this was extremely dangerous. We will demand an adjustment and retiming on avenues like Atlantic Avenue. This retiming must take into account giving all pedestrians sufficient time to cross, including adults with young children, the elderly, and pedestrians with disabilities.
Vision Zero needs to be enforced. Traffic flow and higher vehicle speeds are resulting in pedestrian deaths at a time when more people are choosing to walk in their local neighborhoods. Pedestrians need to know they can walk with safety and convenience. Motorbikes have become an additional danger as they can travel at higher speeds and are often used on sidewalks and streets. The use of motorbikes must be addressed and safety standards must be enforced.
POLICING PUBLIC SAFETY: Public Safety is my number one concern!
The need is paramount for our community and district. Quality-of-life policing is my plan for the 36th district. The plan includes protecting our parks, shopping areas, banks, small business and our schools and libraries need community quality of life policing. It is good for business and the public. My office will take all complaints very seriously. All incidents from harassment to victim-to-victim disputes and crime will be addressed and mitigated. Technology will play a larger role in solving crimes. My job is to guarantee that the residents of the 36th district are safe not dehumanized. The narrative must change about who the people that live in the 36th district are and how they must be treated and addressed. How and why we are being approached cannot be a hidden agenda. It must be made clear why we are being stopped or spoken to or physically handled and our rights must not be violated. Law enforcement must remember and keep in the forefront of every encounter with residents that they are there to defend and protect! Even a necessary arrest must never result in the abuse or death of a citizen being detained.
The community updates will be communicated to informed residents about what is happening in their neighborhood. A system to log a complaint or concern in an anonymous way will be provided. Our offices will be there to serve you and your family and will be a phone call away.
